What is magnesite flooring?

Magnesite is a magnesium oxychloride cement topping laid over concrete floors, typically 15 to 50 millimetres thick, used widely in NSW apartment buildings from the 1960s to the 1970s as a levelling and acoustic layer under carpet and other finishes.

Magnesite absorbs and holds moisture. When it stays damp, it breaks down and releases chlorides into the slab below, where they corrode the steel reinforcement and set off concrete spalling. That is why magnesite-related damage is often first noticed as drummy concrete or rust staining on the soffit of the unit below, not in the flooring itself.

Some magnesite installations incorporated asbestos. Before any removal, the material should be sampled and tested by a licensed assessor, and if asbestos is present the removal must be carried out by a licensed removalist under an appropriate control plan. We build this testing into the investigation stage so it never becomes a surprise mid-project.

Where it is deteriorated, damp or sitting over a slab that needs repair, removal is usually the right call: covering it over traps moisture and lets corrosion continue unseen. Sound, dry magnesite in a protected location is a lower priority. We assess condition and moisture before recommending removal, rather than defaulting to it.

It depends on the strata plan and how the flooring came to be there. Magnesite laid at construction is commonly treated as common property, making it the owners corporation’s responsibility, but positions differ between schemes and the question is frequently contested. Our reports establish the physical facts, including the condition of the slab, so the responsibility question can be resolved on evidence. This is general information, not legal advice.

Typically: asbestos testing, removal of the topping, inspection of the exposed slab, repair of any spalling or corrosion, then reinstatement with a modern levelling compound and finishes. We prepare the technical specification, run the tender and superintend the works, including the slab inspection hold point after removal, which is where the real condition of the structure is revealed.
